The decree provides for the appointment of a Special Commissioner to assess needs and develop a plan of action. The President of ANCI is also included in the Monitoring Committee. With regard to social housing, the Committee establishes the general guidelines and criteria for identifying regional and typological priorities for intervention, including for the purposes of urban regeneration and the restoration of public assets.
